Cannot find "Callback Locking" option

My Twitter app is 403’ing, and I think it has to do with the callback whitelisting. However, in all the instructions online, it appears there is some crucial step I can’t do, which is to enable “Callback Locking” on my app.

I don’t see it on apps.twitter.com, I don’t see it on my existing apps’ settings, I don’t see it in a new test app I created, and I don’t see any specific instructions or screenshots on this forum for this.

As mentioned HERE, that temporary ‘feature’ was removed when the new Callback requirements went live earlier this month. The ‘locking’ checkbox was provided as a way to test out your callback settings before the update went live.
