Cannot create a new (first) app

Hi,

For some reason I cannot create a new app. When access https://apps.twitter.com/ and click on “Create New App”, the “Create an application” form appears, until here all fine, now, when I try submitting the form, an error message appears which says “Error Rate limit exceeded.”.

I’m searching the web like crazy without any success…

Do someone knows what’s going on?
