Cannot change application settings

I have tried numerous tasks, for example

Change my application URL
Change my API Token

and although the page says that my changes have been made and to refresh if they are not reflected, when I refresh the changes have not been made. For this reason, I cannot generate my OAuth token or do anything else with my app.
