Cannot add team member and I got an error: "Invitation failed to send, please try again later."

I got an error while adding a new team member into my developer account.

“Error sending invitation
Invitation failed to send, please try again later.”

I’ve tried more than ten different Twitter accounts, and 2FA was opened for most of them, but I couldn’t send an invitation to add to the team.
