Cannot add my mobile phone so that I can grant my application write capabilities

Could you please help me?

I am trying to set Rad and Write permissions to an application. When I do that, a message that I must add a mobile phone number appears. My problem is when I try to add my phone number, I cannot do that either. The following message appears: “Sorry, we don’t have a connection to your carrier yet!”

Could you please let me know how I can change Read and Write permissions to my application?
