Can Video conversational ads be created from ads.twitter.com

Hello,
I’m wondering if the only way to create a conversational ads is using the developer Ads API, or if there is a way to create them directly from ads.twitter.com web interface.

They are available via UI as well, here are the instructions:

"Login to ads.twitter.com and create a new Tweet Engagement (Conversational Image) or new Video View objective (Conversational Video) campaign.

Under the “create or select creative” section click into the box to start typing a Tweet and then an option to “use a conversational card” will appear."
