Can one delete and recreate a suspended application that was redesigned to fit the TOS?

Just want to know about this
My app was suspended because of violation of terms
I seem to have found out where I went wrong and
the Twitter team guys are taking their time to respond
to mails. Can I delete the app and recreate it given that
this time, the TOS are 100% respected?

Registering a new API key for an application while it is in violation of our API Terms of Service is considered a violation of the API Terms of Service (see section II.4.F, https://dev.twitter.com/terms/api-terms ). We recommend that while working with us to bring an application back into compliance with our terms that you don’t register new keys for your application, as this may result in the permanent suspension of all associated API keys and developer accounts.
