Can I target anonymous users (CRM list) with Twitter?

We have CRM list with anonymous users. Is there a way to target them using Twitter?

Yes, cookie matching is part of a limited feature for certain partners. Please reach out to the business development team of Twitter if you believe your company deserves access to cookie-based audiences.
