Can a request for the Elevated API application be canceled while in the review process?
Then, re-apply for a Essential API?
“Essential” is the default, so it should already work and continue to work even if Elevated is under review as far as i can tell.

Apparently, when trying to login to the developer account, we still get the Message that the application request is being reviewed and cannot go any further.
Any bypass?

No idea! Someone from twitter would have to see - i would double check that you didn’t miss a verification email or an email with additional questions though - sometimes those get into spam
