Button does not tweet shortened urls and does not tweet Arabic urls correctly

Hi

My blog has both English and Arabic posts. I implemented the tweet link button . There are no problem with the English ones , but for the Arabic ones, the url does not display correctly . Is there a way to fix that? Here is the blog : http://acrazyone.com

And why doesn’t the url appear as the shortened t.co ? is there a way to make the url shorter with whichever service and hence circumvent this problem am facing ?
