Billing of the promoted tweets I create on behalf of other user

Hello!

I know I can create promoted-only tweets on behalf of other user, by setting the “as_user_id” parameter when calling the “/accounts/:account_id/tweet” Tweeter Ads API function.

I would like to know which user gets billed for such such promote tweets. If the user A creates promoted tweets on behalf of user B (using the “as_user_id” parameter and “/accounts/:account_id/tweet” Tweeter Ads API function), who gets billed when those tweets are being clicked upon? User A or user B?

The :account_id (user A) that is the one that will always be billed (there is no concept of billing for the account being given permission to tweet for).
