Been waiting 2wks for Account Activity API access

Hi, I’ve been waiting more than 2 weeks for access to the account activity api. Can someone look at getting it expedited?

I can query https://api.twitter.com/1.1/account/settings.json with my oauth settings, however, I get this when POSTing to https://api.twitter.com/1.1/account_activity/webhooks.json

{code: 32, message: "Could not authenticate you."}

double check the consumer key, token, app id and secret are all 4 parts being posted correctly?
