Automated Tweets & Follows

We are building an app that allows user to send automated tweets & follows.

I understand the Apps the allow Automated tweeting & following get restricted/blocked since its against the Automation Policies.

My question:
Is it OK if an App allows this but in a very restricted way - say 10 tweets per hour or so (way below the rate limit allowd). What we are trying to achieve here is to allow room for some genuine automation and block/extremely minimise spammy usage.
Will this be Ok?

I would strongly advise against spending a lot of time on this kind of app - the rules are fairly clear that they are not allowed, and automated following is particularly likely to have your app suspended.
