Are public feeds based on a user timeline allowed with API 1.1?


I’m getting lots of requests for help in building an RSS or JSON feed based on user timelines. These are for people who have been using 1.0 code to put tweets on websites. They now want to write code in 1.1 that gets a timeline with OAuth, stores it on their server, and then makes it available publicly as a free RSS or JSON feed. This gets into the whole resyndication issue. I know it is acceptable to do this for display of tweets on your own site, if you are the one collecting the tweets. What if they let others access the feed and display the tweets on other sites? Is this allowed?
