Are promoted tweets only limited to a country?

Context: Hi, I’m building a side project that involves searching real-time tweets for specific keywords, using human-in-the-loop filtering to determine which tweets are really related to what we’re interested in, and then tweeting back (either reply or promoted tweet based on conditions) with a message to educational content.

Question 1: Are promoted tweets only limited to the US if I’m in the US? If so, why? And, is there any way to reach more countries? It seems like news sources indicate that promoted tweets are available in numerous countries.

Question 2: If I do a promoted tweet with a location supplied, how does that affect the promotion of that tweet?

Question 3: are there spam limits under which a bot can send similar messages to different users without being blacklisted/filtered? (https://help.twitter.com/en/rules-and-policies/twitter-automation)

Some background on Tweets. Tweets can either be organic, in which case they are served to the user’s followers, or nullcast (sometimes referred to as “Promoted-Only”), in which case they are not. Either type can be promoted.

When Tweets are promoted, the users who see the Tweets depend on the targeting criteria that’s added to the campaign (line item specifically). This is up to the advertiser. One example of targeting is, as you mention, location.

On question 3, we do not document the algorithms used by our antispam tooling as this is internal information. It looks like you’ve already looked into the automation rules, and my best guidance would be to ensure that you’re following those.

Thanks. I guess for #2, I’m asking if promotion in combination with location changes visibility at all or does one trump the other when making programmatic tweets? For instance, if I have promotion mode on in my account and do a geo-targeted tweet via the update REST API, will the promotion take into account the location or not?

Any thoughts on #1?

For number #2:

When you create a line item object for a campaign you can associate tweets and targeting criterions to that line item. The tweets will deliver to the locations specified with the targeting criterions that are associated with the line item.

My earlier reply was intended to cover both the first two questions. When you promote a Tweet, you specify the location you want to target (though it’s not required). You, as an advertiser, can target locations outside of the location you’re in. Similarly, you, as the user, can be served Tweets from outside of the location you’re in. If you add location targeting to your campaign, the Tweet will be served to users in that country and who meet the other targeting criteria you’ve added.
