I haven’t been able to find this answer in the documentation. This may have an obvious answer, but I’d like to confirm that this is the case. Ideally, a new relationship between users would be appended to the end of the followers/list and friends/list endpoints so that the next cursor could be stored and I wouldn’t have to routinely re-query previous cursored results to see if any new relationships have been added.
I can’t imagine it happening any other way, but want to confirm before I plod ahead.
