Are new followers/friends added to the end of paginated results?

I haven’t been able to find this answer in the documentation. This may have an obvious answer, but I’d like to confirm that this is the case. Ideally, a new relationship between users would be appended to the end of the followers/list and friends/list endpoints so that the next cursor could be stored and I wouldn’t have to routinely re-query previous cursored results to see if any new relationships have been added.

I can’t imagine it happening any other way, but want to confirm before I plod ahead.

At this time, results are ordered with the most recent following first — however, this ordering is subject to unannounced change and eventual consistency issues.

Currently the best option is to start making request with no pagination specified and keep making requests until a couple of the returned followers match your known dataset.
