We have recently had our app 16858076 approved for the Twitter Ads API program.
The problem is that out of 3 administrator team members, only one can see the app on https://developer.twitter.com/en/apps
The other two members (including me, @OleksandrPetre2) see “No apps here” message.
How can we make the existing approved app visible for all team members?

I can see all our 3 team members, all of them in Administrator role.
Since the doc you mentioned says that Teams page is Available on ‘Organization’ developer accounts only., it’s an organization account.
