i want to know how many users can be authenticated to twitter with only one twitter application?

In principle, if you implemented Sign-in with Twitter, as many as you like.

If your application is going to be storing and re-using user tokens, as you will know, there are limits documented in the developer policy that you agreed to when you signed up for your developer account (search for “user tokens” in the policy), but these apply to very large numbers of users.
