I think you could easily come up with some fake account definition rules to your satisfaction, but it would be a waste of my time.
Technically, this is actually a case of serial account creation: a violation of the TOS.
Serial Accounts: You may not create multiple accounts for disruptive or abusive purposes, or with overlapping use cases. Mass account creation may result in suspension of all related accounts. Please note that any violation of the Twitter Rules is cause for permanent suspension of all accounts.
And Spam violation per twitters TOS.
If you have followed and/or unfollowed large amounts of users in a short time period, particularly by automated means (aggressive following or follower churn);
If you post duplicate content over multiple accounts or multiple duplicate updates on one account;
And I am sure these accounts and the organization behind them are also involved in Selling & Purchasing followers;
I suggest you message Twitter #Support for further help understanding this… Now What I would like to know: is there a way to mass report such serial accounts that are in flagrant violation of these rules.
