API suspended - Twitter misunderstanding

My site is www. tweetvend. com incase anyone is interested.

My application is nearly complete so i requested an API transfer from the testing twitter account to what will be the sites main twitter account.

A few days later the request was processed and they didn’t transfer the API but instead suspended the API claiming it violated twitters API terms of service.

I have a strong feeling my site wasn’t reviewed very well or at all, and Twitter just read the small description of the site i added in the API transfer request from, which could have been misunderstood.

My brief description was along the lines of: We allow users to sell tweets securely through our site.

Now i think they have misunderstood the site for a site similar to these where they sell bulk fake retweets and tweets:

http:// followers-and-likes.com/twitter/ buy-twitter-retweets/

Which in-fact it is not related or similar to those sites at all.
it’s an application where users can add their twitter account so other users can purchase sponsored tweets from them, which isn’t agains twitter TOS (thousands of people are doing this).
there are many sites like mine that have been running for a long time:

etc…

I have been told it violates the API terms of service:
“4. You will not attempt or encourage others to:
1. sell, rent, lease, sublicense, redistribute, or syndicate access to the Twitter API or Twitter Content to any third party without prior written approval from Twitter.
◦ If you provide downloadable datasets of Twitter Content or an API that returns Twitter Content, you may only return IDs (including tweet IDs and user IDs).
◦ You may provide spreadsheet or PDF files or other export functionality via non­-programmatic means, such as using a “save as” button, for up to 100,000 public Tweets and/or User Objects per user per day. Exporting Twitter Content to a datastore as a service or other cloud based service, however, is not permitted.”

As i said earlier the site provides a place where users can list their twitter account so they can advertise in the form of tweets (which isn’t against twitters TOS for users to sell advertisements through a tweet).
Could anyone explain how it would violate these terms of service? or has it been misunderstood for a site like http://retweets.pro/buy-twitter-tweets where they sell bulk fake retweets.

I’m sorry to hear that your application was suspended or restricted.

We don’t comment on the reasons behind individual suspensions on these forums, nor do we comment on the differences between site or applications A versus B, or the reasons why specific applications have or have not been reviewed. To do so would not be fair to individual developers, would potentially violate privacy, and would waste a considerable amount of time in debate.

There is an appeals process available via our support pages, and several forms available for reporting suspected violations or other concerns.
