Api post レート制限について

2018/9/10より、APIの仕様変更により、 ポストのレート制限が下記のとおりに変更されると伺っていますが、

• ツイートおよびリツイート（合算値）： 3時間で300件

• いいね：24時間で1000件

• フォロー：24時間で1000件

• ダイレクトメッセージ：24時間で15,000件

「ダイレクトメッセージ：24時間で15,000件」はアプリケーション全体での上限ではなく、
例えば、「@XXXXXXX」からDMを送信する場合、ユーザー単位でも15,000件の送信が可能になるという認識で合っておりますでしょうか。

As outlined in the linked blog post, the new default limit for an app and all it’s users will be 15,000 Direct Messages per 24 hours (total) – not per user. Apologies if I missed something in the translation or your message, but I believe this answers the question.

Update: POST endpoint rate limit enforcement moving from September 10th to October 22nd

In July, we announced that we are making changes to increase accountability on our developer platform and reduce the distribution of spam through our APIs. At the time, we shared that on September 10th, we would enforce new default app-level rate limits for common POST endpoints. We are extending this enforcement date to October 22nd to allow more time for developers using these endpoints above the new limits to request continued elevated access.
