API post limits beyond 1000 tweets?

We’re trying to create a user experience that lets people pre-schedule a post in the week leading up to the World Cup to be launched at the same time. While no single user will exceed any limits, the application scheduling the tweet will need to exceed the 1000 posts per 15 minute maximum to be successful. Our workaround, which was to send reminders to users to come to the site to post, would also exceed the 1000 post maximum.

What is the process for getting around this? Is there a workaround? Some kind of vetting we can do to show that we won’t be spamming anyone? Who can we work with inside of Twitter on this?

The use case you describe would generally be in violation of our Automation Rules and is not supported. For additional information, please see this article:

The use of any form of automation (including scheduling) to post identical or substantially similar content, or to perform actions such as Likes or Retweets, across many accounts that have authorized your app (whether or not you created or directly control those accounts) is not permitted. For example, applications that coordinate activity across multiple accounts to simultaneously post Tweets with a specific hashtag (e.g. in an attempt to cause that topic to trend) are prohibited.

Can this be accomplished in conjunction with any kind of ad buy? We don’t want to do anything nefarious, our goal is to create a platform by which fans of the smallest nation to compete in the world cup (Iceland) can cheer them on at the same time. So while we are trying to do something the policy is in place to stop, it is not something meant to spam, sell, or harm the user experience in any way.
