Our client is closing down one of its Twitter accounts, and we want to move the followers on this account to the main brand account. For this, we’ve developed a tool that sends auto-reply tweet and direct message to anyone sending tweets to the account that is closing. The tool has been tested via developer access on a dummy account, now the tool needs to be migrated to the brand account.
We have applied for Developer API access, however, after over 10 days, the application is still under review. We are seeing a message that this is because of COVID-19, however, if you could you please give me an expected timeline for the application to manage the process.

You can’t “move” followers from one account to another - and an auto reply / DM bot is a bad idea - the thing to do is to create a new account, and swap handles. How to Change Your Twitter Handle Without Losing Followers | WIRED

That is not option - as the account that we’re moving the users to has over 500k followers.
Anyway, my concern is not about the efficiency of the tool, instead its the API access for the applied developer account.

This implies you already have a developer account - you only need one working app, so you can use that one and authenticate a new account to it, the app owner doesn’t matter:
