Actually I was on a some project, in that I wanted to change the users header and profile picture time to time, so is there any way available for doing this stuff.

You need to have Elevated Access to use the old v1.1 API but the endpoints for changing avatars and backgrounds still exist, POST account/update_profile_banner | Docs | Twitter Developer Platform
You can’t do this with v2 yet.
