You could technically setup a webpage that asks for self verification, and then asks someone to provide you their twitter handle which you can then keep in a database to follow an account and then hope they follow you back but you would need to keep all tweets private and block anyone not on your self verification database.
So in otherwise…technically you could but it probably wont work.
