After the dashboard crashed I cannot delete my app. I also can't see the 3-legged oauth switch

There is something going on with my dashboard because I when I tried deleting my app the dashboard crashed. After that I reloaded the page again and “the app” still showing under project as erased236…, which means I cannot create a new app anymore:

Hi, I have to enable 3-legged oauth. I see others have enable 3-legged oauth’ button below ‘request email from user’ button. [Screen Shot 2022-03-07 at 6.01.45 AM] But in my dashboard, there’s no such a button like that. I looked every possible place, but there’s no button. What I am doing wrong, and how can I fix this issue?
