I have questions related to how ad accounts are tied to a Twitter profile page.

Q1. Is currency set at the ad account level? Can campaigns within the same ad account set to different currency (currency settable on the campaign)?

To answer your questions:

Is currency set at the ad account level? Can campaigns within the same ad account set to different currency (currency settable on the campaign)?

Currently, only a single currency type can be used when setting up a campaign and will be the currency value set for the payment method.

Can Ad Accounts have multiple profiles(@profile) attached?

Yes, an Ad account can be granted access to multiple handles

can Profiles have multiple Ad Accounts attached?

Yes, a single handle can have access to multiple Ads accounts

I know that you can grant multiple user access to Ad account. Can you clarify what is handles here? user or actual profile?
