Is there any way to fetch tweets of protected accounts by getting ID and password from the user who follows the protected account, authorizing accessibility, then fetch to the tweet?
No - you need to use the OAuth mechanism and have the user sign in with Twitter to get the token for your app. You cannot use the username and password.
