Is there any access-form that allows for results beyond the possibilities of an academic research access (for instance in terms of tweet caps and Search Tweets query length)?
If not, is it possible to make such big data requests directly to Twitter, even as a paid service?

I think beyond academic access there’s enterprise access, the price and levels of access is something you negotiate with twitter: https://developer.twitter.com/en/products/twitter-api/enterprise
