Access denied on registration flow

I have no right to create an application on twitter: access denied on the page https://apps.twitter.com/app/new .

This is because I’m new to Twitter, new accounts are not eligible to create an application. A friend who has an account for several years, was able to create one this week without difficulty.

I want to know why there is discrimination between people who have subscribed for a long time and people who have just discovered twitter.

Do you have too many members to the point that you want to refuse news?

How long does it take? I too am a new twitter user and trying to register an application and all I get is the “Access Denied” error. How long do I have to be a twitter user before they’ll let me register an application? And wow, this is just stupid.
