We developing a SNS Marketing Tool using Twitter Standard API and Premium API.
A certain company told us that If you wanted to use Twitter API for any business purposes, must use Enterprise API.
I have read the Developer Agreement and Policies but could not find such a statement.
Are they correct in their assertion that Enterprise API must always be used for any business purposes?

I’m not twitter so don’t take my word as anything official but: No, this is wrong. nothing stopping you from offering a software as a service thing that uses Standard & Premium APIs. Enterprise is for larger companies that have way bigger data needs, and usually entails a contract with twitter - it’s something you may scale up to eventually.
