403 Response when loading widgets.js

We’re using web intents to allow users to tweet from inside our facebook canvas application. We include the widgets.js file on our page using a relative protocol: //platform.twitter.com/widgets.js

The response isn’t helpful:

Is there a limit on requests for this?

Same here. Never had a problem before and today (was fine this morning), we started seeing the 403 on widget.js
