400 Bad Request in GET users/contributors

Example Request in https://dev.twitter.com/docs/api/1.1/get/users/contributors not works.
I got the same error as in https://dev.twitter.com/discussions/11179 .

Error message says contributors are not enabled for @twitterapi.
I tried @twitter too, and got the same error.
Is this API bug or @twitterapi and @twitter have really no contributors?

They just do not have contributors.
